Even though the State shouldn't be requisitioning other people's property for this those flats were being vacantly held by foreigners as investment properties. Citizenship should be a requirement for real estate ownership everywhere, otherwise, what's the point of sovereignty?

It appears that it's not really relevant in the UK, as the crown is the de facto owner anyway, no matter whose name is on the de jure title.
I would expect that the deal was structured in a way to provide a reasonable rate of return to some foreign investors (who had the ear of the crown) looking to dump some inventory.
Funny, it looks like the kind of deal that Trump Inc. would love to work over here in the States.
