They are but the goal is most-liberty-to-the-most-people. Concentrated wealth limits liberty much more than taxation.

Taxing a dead person is worse than taxing the living. You get a lifetime to tax as much as you can get away with. Liberty doesn't mean shaking down dead people because you know better than them what their legacy should be.

The Hash plan has an exemption on gifts of some large amount ($1 million) per person but unlimited total, so all the money could be gifted. Direct heirs could get more. Marital deduction is a can-of-worms, tbd.
