This is the problem with underground nuclear testing, people just don't react to the theoretical, you can tell them that by signature that was an Operation Redwing bomb that they just detonated there, but they dom't beleive it on some level.
Even if you show them footage of Operation Redwing and say "this is what it would look like if it wasn't underground", they react to that like it's ancient history, 1956 might as well be 1056 now, but pretty sure, if Operation Redwing popped up above ground, clear and present, in real time, their reaction would be much more clear and present to it, it would be top of agenda then, no doubt.
The purpose of the limited test ban treaty was not to make the world safer, it was just to get it out of public sight out of public mind, because the public was really starting to react to it, and in terms of Operation Redwing & Co, that reaction was starting to crimp its style, so they took it underground, literally, and metaphorically as well.
And then the public rather promptly went back to sleep on it; mission accomplished.
If they had persited with above ground testing, I don't think the US and Russia would still be at launch on warning right now, the public only tolerates it, because it's out of sight out of mind, doesn't have to be at the brink of war at all times, the Chinese are not at launch on warning right now, and it's not like you don't take their deterrent seriously just because it's not at 15 minutes notice to launch.
It would be entirely viable for the United States to stand down from 15 minutes notice and launch and add a DEFCON 6,7,8. Still have second strike at sea, there's no call for the TRIAD to be on a hair trigger, unless and until war was imminent.
I would ditch the ICBM's, they're no good for counterforce, you're not going to actively use them on Russia, you're not gonna use them on North Korea neither, all they really do, is leave a 15 minute window open at all times, for Mr. Murphy to end the world by mistake, without actually serving any practical operational purpose at this point.

Hup, Mattis just came out today and said "any threat against United States and/or allies, will be met by massive military response'.
Now, that's an escalated posture right there, because previously, it was "any attack", but now in the face of this hydrogen bomb, they've shifted to "any threat", which, is a move to the counterforce posture, because "attack" is responsive, while "threat" is inherently preemptive.
Subtle change, but a significant one indeed. Whether they'd back that shit up, who knows, but they did just move to a counterforce position and openly stated it.

If it's happening, they are right now sneaking aircraft into the South Pacific. They have to do it at night and use the emptied hangars at various air bases from here to there. By morning, satellites won't show where the aircraft are located, but somebody could see that a bunch of them disappeared when you tally everything across CONUS.
The USN probably has to do something similar.
They won't likely sail over there like they did with that carrier group. There will be a demand that they cease and if they persist, it will come as a shock to them.
This would have to be mainly USAF and USN.

It really needs to happen. NK is in abject violation of their treaty obligations at this point. This isn't some little fission bomb. The truce is pretty much violated by them. Nobody wanted to do anything because they held South Korea hostage with the artillery and then their fission bombs. But pretty soon they will be holding entire west coast of North America hostage. It will just keep getting worse until we suck it up and do something.

I would incinerate their entire nuclear weapons program and if they launched artillery into South Korea, I'd carpet bomb their entire southern border. I'd park missile cruisers off the coast and destroy whatever bullshit they have for a navy too.

I don't think it's imminent, problem is, the North Korean breakout is not that far off, they're real close, but when they do break out, they will break out en masse and dispersed, and good luck getting all them bombs then.
Right now their whole program is massed in one place basically, once they go operational, it'll be exponetialy more survivable, because they'll disperse, go to ground and conceal, decoy, and dig in, and so almost impossible to take them down then, without them getting some shots in, and even one of those shots is existential for all intents and purposes.

I think it has to be done sooner rather than later or it's going to be pretty difficult to contain them.
Them having fusion bombs changes the dynamic of the ceasefire. There will be nothing holding them back at all.
This idea that we can just wait and see has steadily increased the fatalities that will occur when it finally does go hot. It was a huge mistake. People might look back on this like we look back on Neville Chamberlain.

If you let them get to launch on warning hair trigger alert thermonuclear against the CONUS, you're basically living at the mercy of Pyongyang then, and I hear Americans say "they know we would just anihiliate them with a massive retaliation", but this is not actually the case.
That part, Capps has exactly right, you can't massively retaliate against the Korean Peninsula, not just because that would devastate South Korea, but because it could incite an all out nuclear war with the Chinese and/or Russians and/or both.
