Well, if you want to "penetrate" the government, you don't do it with rants that may be good in talk radio. That's one thing, work in government is something else. I would suggest that he was so successful in this aspect that Obama is able to mobilize a considerable amount influence within every branch of government including the NSC.
Anyway, I think this Higgins guy was just trying to make a name for himself, likely to get the attention of Bannon and others close to Trump. He definately got noticed.
