Neither the judiciary nor the military is unionized, simply bring the police into line with that, that covers about 10% of the government, so just dump the rest of these self licking ice cream parasites into the Thames and hold them under until they drown, wot? The only problem in America really, is the aforementioned Military Industrial Congressional Complex, but we don't actually have that here, sure, most of the money we spend on the military is wasteful, but compared to America, it's a pittance. We're not the hegemon, and we are rather isolationist, so I don't foresee an MICC problem now or anywhere on the horizon, quite the opposite in fact, we're continously demobilizing, as the actual military threats to the country approach nil.
Canada is actually becoming more American all the time as we go, the state continues to play less and less of a role, while the private sector fills the void, still some ways to go yet of course, but it is at least, going in the right direction. The United Kingdom on the other hand, resembles the Canada of the 1960's, which we jettisoned a long time ago.
As for regulatory regimes, if you write a regulation in Canader, 95% of the population follows it without even questioning, rebellious and unruly scofflaws, we ain't. As to the 5% black sheep who can't get with the program? We just have the Mounties club them like baby seals, no additional regulation required.
Should note, you Americans actually have far more regulations than we do, the only reason that you're a dumpster fire and we're not, is that Canadians are just more sensible and moderate as a people, you don't have to write a regulation, to get a Canadian to queue properly, it's deeply ingrained in our culture.
As to helping the poor, what actual poor we have, indeed, my prefered end state is to get the parasitic middle men out of the way, and hand my share of the associated tax burden straight to the most filthy and disgustingly needy, so that they can sort themselves out, while spending immediately in the local economy, the velocity of money of course, being so much more relevant to commerce than the amount. To wit, me > poor > private sector - public sector unions = cha-ching.
