I’m not even sure it would be a good idea, without limits. But the fact is, the general public has never really gotten to choose every law/regulation/tax put on them.

Men can govern with fear or as allies. The only thing all men have is their agreement to follow The Law. They can be bribed them with many things but their vote is the easiest. Because life is confusing, they can also be fooled into thinking their best interests are being served but that perception can't be maintained indefinitely if not true.
