Here's a underlying question: What authority does the federal government have to be in the business of running a smartphone distribution / maintenance network in the first place? How is that even a thing?

I'm under less delusion than either of you because I actually understand the people that influence our domestic policy (as well as foreign,) are the same people that own the media, are behind nearly every single race hustler, and are keen on never resolving immigration issues and keeping demographics impossibly chaotic.
