I have observed these elections time and time again. If it is taking hours, something is wrong, that is not normal.

I said no one should have to wait more than 10 minutes, how is that contradictory to the fact that some people have to wait for hours? It has nothing directly to do with cities, I live in the 6th densest county in the nation, and rarely have to wait more than a few minutes to vote. In 2012, voters in Florida waited up to seven hours.
