DNC hands it to McCain who then hands it back to them via the FBI (Comey).
Obama (who was ostensibly the leader of the democratic party as a whole) directs his democratic lawyers at Justice to take the dossier his party paid to fabricate to a FISA court to get a warrant to spy on the Trump campaign.
Obama administration eventually secures the warrant and spies relentlessly on the opposition campaign.
Obama at the last minutes alters the rules about sharing of intelligence and ensures all of this information is widely disseminated and would be used to leak to media in an effort to damage Trump.
I think Obama was smart enough to not be recorded explicitly ordering it, but I also know that prosecutes have nailed other criminals under RICO for much more difficult to prove crimes than this.

Bush camp initiated the 'Steele Dossier' but by the time Steele got it together in January '16 Bush was mostly done. I suspect Bush Clan called Clinton Clan and said, Hey, we've got the dirt on Trump. Enter the Clintons.
Yes, McCain flew to London to pick up the Dossier to pass off to the FBI. This was an official way to do this so that now the Steele Dossier was 'Foreign Intelligence'. What has not been made overtly public is what the FBI paid for this, and I'm sure they did.
This Steele guy is a mastermind. He put together a bullshit report and sold it 3 time $$$$
