Actually only for 27 years before the program was shut down, and they weren't making biological agents, they were growing them, mostly bacterial, the US military has never "created" a disease, that's not how it works, they simply weaponized biologics which already existed in nature.

HIV is a filovirus, similar to hemorrhagic fever, they're millions of years old, and HIV is by far and away the most complex they've ever discovered, the US military was not "creating" that, don't be absurd.
