Carlus didn't specify his question to just federal government. He wrote simply government, which would imply including state government. I gave the other year to include all forms of US government funding. I am sure the year you provided is true for when federal funding was first introduced.

Local government would have to be involved because the taxes would be spent to cover the educational system... otherwise, we wouldn't have one.

Ok? Then, like with college, influence your fellow Americans enough that a majority support your suggestion and voila, Overton window shifts and you eventually get what you want. If you think a society should only "look to the future", and not waste time with anything other than what can be sold in a shop... go for it. I'd like my own society to consist of more than only a giant manufacturing plant like some Chinese Apple assembly workshop.

My point about Chinese sweatshops is that a society that only values and invests in materialism, eventually becomes a soulless society. A product society. First of all, its not like the German people had one single vote and then the next day the Jews were gassed. It was incremental, but once the gov't had all the power, they kept taking and taking. And by and large the Germans were okay with it. William Shirer wrote about this a lot and he was there. If the Danish gov't wanted, they could put every and all Dane in Bergen Belsen. I doubt there would be any resistance. Governments have killed hundreds of millions in the last century alone. Don't get me wrong, America's govt is fucked, but at least we question its rulings, or some of us do.
The idea that the gov't is synonymous with culture is a sick joke. Think about states where the gov't had all the power. USSR, Nazi Germany, Fascist Italy, Commie China. None of them had any culture to speak of. At all. Socialist Realism, Arno Brecker, and Leini Riefenstahl replaced some of the most beautiful and stirring art produced in the history of mankind.
The citizens of these countries became cynical alcoholics. They were forced by the govt to lie with every breath and to give up their property and fear for their safety. They did not bolster their art ethics and humanity because govt stepped in and filled the vacuum.
Also, every single communist and statist society stayed alive because of the market. In the 80's, the USSR was paying like 20-25% of its gdp on interest rates loaned by US, UK, and French banks. These same banks were funding it from the start, giving it tens of billions of loans. Mao became who he was from Stalin, who kept his country solvent from the West.. China has only managed to stave off another mass starvation event via the global market now. NK stays afloat from foreign aid, and they can't feed their citizens. The black market capitalism they malign supports even their prison camp guards. Shit, even Lenin was funded by the German govt which was funded via limosine liberals and investment bankers. Some rich US socialists gave him cash too. The sad truth is, love or hate marketization, it is what pumps blood into every society on Earth, capitalist or communist. Communist societies cannot live without the capitalist system they so hate. In fact no govt can. You lose sight of the fact that governments do not produce a tinker's dam. They steal wealth from people who do, and that is how they keep their lights on. By stealing from people who can produce a surplus, and then using the media, bureaucrats, and useful idiots to campaign in society as to why they should get more of that surplus.
I went through your stage, and for most of life. But one day you gotta grow up Bjorn. The gov't is not a panacea. They are less panacea and more pancreatic cancer.

Your argument is extra weird because a lot of artists tend to be noncomformist types, the very people that do not fit in at all in a monlothic Jante Law culture like Denmark.
