Yes, it actually does. For that theory to pan out, people needed to only drink water that was boiled. I am sure all those people who died drank tea regularly. They only needed one exposure to the pathogen to get sick. The correlation was proximity to an infected well.
Look at what happened in Haiti after the big earthquake. UN imported cholera. Lots of people died. They knew how cholera spreads and they still got sick. I doubt Londoners in the 1840s would fair better by accident.
