From my understanding the bill was to limit access to guns for 4-12 year olds. I can point to some 12 year olds that can responsibly handle a firearm, but I can't point to any 4 year olds. Maybe I should google it. The video should have provided more context on who promoted the bill and what inspired it, and why the age spread was so huge
