The Russians have the right idea, the only cyberweapon required, is twitter bot trolls to set the Americans at each others throats, then just sit back and enjoy the fun. No need to shoot at the Americans, left to their own devices, they'll start shooting each other for you.

The Kremlin exploits the self hating lefties in the West more than ever, even as Russia has flipped from the far left to the far right.
Expending excessive resources on firepower is how they get themselves into trouble, no need for that, when you can have Kim Philby & Co on the cheap.
Bigger, faster firing, longer range, expensive and intricately complex gun? Third Generation Warfare, eh wot?
Obsolete for all intents and purposes, in the contemporary Fifth Generation Warfare paradigm.
