When they first showed up, only the junior ranks were using them, so the senior officers banned them, but then, the senior officers started using them too, so the ban got lifted. Now the senior officers are just as addicted to them as everybody else, I doubt the Generals want to give up their fitbits naow.
If we had had those back in the day, quite sure we would have got addicted to them as well, all we had were those old fashioned analogue odometers, which didn't really work.

My grandfather smoked when he was flying over "The Hump", when he came home he never picked up another cigarette or cigar for the rest of his life. There are definitely limits to how much you can crack down, even at the SOHK, before you incite the troops to buck the rider.
There is a point, where you don't fuckin' care anymore, not scared of anything, go ahead, charge my ass, whoopie fuckin' do.
Can't do time, don't do crime, but once you've been to the SOHK, you'll do that time standing on your head.
Once you make the troops iron hard, they're hardened to everything, including your threats of chickenshit administrative punishment in the end.
At the SOHK, we were wild things, administrative punishment was just the price of doing business, bring it on, didn't scare us at all, when you're going to get punished for something, one way or the other, punishment is of no consequence then, you get so much stick at the SOHK, after awhile, you don't even feel it anymore.

The military could smoke all they want, just don’t wear a bloody GPS on your wrist that gives a third party your position at all times.

San Francisco based fitness company Strava posted their "global heatmap" to their website, containing two years worth of fitness data across several fitness devices such as Jawbone and Fitbit. The map is not live, rather, it is a composite of overlapping routes.
In most urban areas such as major cities such as New York, Strava's map appears as solid neon lights following just about every road on which one might exercise.
Remote locations, however, such as deserts in places like Syria and Iraq are almost entirely dark - aside from clandestine locations where military personnel using fitness trackers are stationed. Personnel in some of the US government's most sensitive facilities have been unwittingly been broadcasting sensitive information up to and including underground tunnels.
