Not wasted. The London games came in on budget (£9 billion) and on time. Unlike the $35 billion railgun which still doesn't even work yet.
Participation in all sports is up in the UK.
The Olympics bring the world together in peaceful competition and are worth every penny.

Making it special at the current cost to entire populations of people is just childish. People who think this is a good idea shouldn't vote.
I like the idea of the Olympics. I just think to make it cost-effective, we should build just one Olympic city and maintain it as part of annual dues in order to compete, that are somehow tied to your nation's GDP.
The corruption in it right now is so bad, it might not even be possible to fix it, though.

Restricting the games to one country would be the slow death of the games. The games need to be inclusive, if you limit them to one country or even one continent you are excluding all others and creating division instead of unity. The unity created by the games is it's greatest benefit.
