There is no central authority, which has the juice, to wall you off from one another, you can invoke whatever clauses, Americans will just ignore it and come across the line regardless, to do whatever they deem necessary, they'll come and pull your colours down, just as a mob of torches and pitchforks, no central authority required, but Deo vindice.
One man's property is another man's contraband, one man's invasion is another man's liberation, one man's terrorist is another man's freedom fighter, whether you're John Brown or John Booth, somebody is always going to cross the lines, with God as their vindicator, there's nothing to stop them.
Americans are not divided on technical issues, everything is a crusade, there's nothing that could stop the crusaders, once they got their backs up to test the lines.
