The arc of the story is that the Spacemericans look to the stars away from earth

They are being forced to defend the high ground, but that is being imposed from Washington

Who is forcing them to defend the high ground and why they are forcing them to defend the high ground is a great way to help flesh out the Spacemericans, while fleshing out the villain at the same time, two birds with one stone, using defense to create offense and using offense to create defense, synergistically.
