There is something fishy going on in Russia.
Why is radiation spiking after a jet engine exploded on a test site?
Why do they need to shut down shipping in the white sea for a month?
Why are Russians in the area stockpiling Iodine?

Maybe nuclear propulsion.
If the Russians are violating the test ban treaty to build that stuff, then we need to reboot the original Project Orion and start exploring nearby stars.

Probably nuclear propulsion. But the test ban treaty doesn't ban nuclear propulsion. The US tested their own nuclear propulsion while the test ban treaty was in effect. The Russians are basically doing their own project Pluto. Project Orion would be in violation of the test ban treaty, as it's supposed to use nuclear explosions as propulsion. It does ban nuclear propulsion that works (i.e. nuclear pulse propulsion). The injured suffered “burns of varying severity” and were moved to a specalist medical center for treatment, it said.

Nuclear pulse propulsion probably works, but haven't been tested on a nuclear scale (there's a cool video of a test with conventional explosives though). Project Pluto and that Russian cruise missile use tested and proven nuclear ramjet propulsion. Basically, the missile is propelled to a high speed with conventional rockets, then the reactor kicks in an heat the air coming in the ramjet at a high speed, giving the missile thrust. So those missiles aren't covered by the test ban treaty, since it's just an unshielded, reactor, and not a bomb. Nuclear pulse propulsion is basically a lot of nuclear bombs, blowing up behind the vehicle, pushing it forward. Really only useful for space exploration. This is banned by the test ban treaty, since it's covering nuclear explosions.

The Russians have two nuclear propulsion projects that I've heard of. It's the 9M730 Burevestnik, a nuclear powered and armed cruise missile that will have unlimited rage and the Status-6 (or Poseidon) Oceanic Multipurpose System, a nuclear-powered and armed torpedo/drone sub.
It was probably the 9M730 Burevestnik engine they were tinkering around with if I had to guess.
