True. If the dog's owner is tense around certain people the dog will pick up on it and become tense and show defensive characteristics such as barking or growling.
A lot of dog owners don't understand how their pet thinks.

Dogs are naturally racist towards people who look very different from the norm. Maybe racist is not the right word for it, since they have no concept of race. It's more to do with how animals (including humans) perceive threats.

Dogs don't like when you bare your teeth. Because of contrast, the teeth of coloured people are easier to notice so it freaks out dogs who aren't used to it.

That's a crazy theory, but it would explain why many blacks seem more dog-paranoid than whites I know.
Not that all blacks are paranoid of dogs, several own dogs of course, just in my experience they're a lot more wary of dogs than white dudes I know.
