If you are dead set on living up there, I'd suggest you look into maybe Indiana. Illinois, Wisconsin, and Michigan are no-go areas for anybody who considers himself a prepper and appreciates his basic liberties because they are run by a few cities, and those cities are run by the worst kinds of democrats outside of California.

Oh, and the Seattle -Portland corridor is the worst outside CA

I am dealing with this from a high school friend right now. She wants to know if she can crash here, and I am trying to explain to her it's probably too late and she needs to head inland and find a storm shelter there.

It's kind of crazy. She grew up there too. There are really only two major ways out of the state, and a few US routes that are going to probably fill up at the last minute too.

Google maps shows the turnpike as one giant red stripe cutting across the state. I-95 from Daytona to Georgia is starting to lock up too.

Why don't these people leave earlier!?

Because a good portion of people won't do anything to take care of themselves unless directed to do so.

I feel like that most people's instincts will tell them to not go out but to hunker down and wait it out at home.

A lot of employers tend to demand business stay open until the last minute, effectively trapping their employees.
