All Kansas has to do is raise taxes back to where they were. Problem solved. That's not possible in California. Should California tax residents the majority of their income through various taxes, fees, and penalties? That's basically where they are headed, followed shortly thereafter by a state-level occurrence of what we saw in Detroit.
There exists a BIG difference between states facing budget shortfalls because republicans stupidly slashed taxes below the rates at which they needed to maintain their state government, and states facing budget shortfalls because they built unsustainable massive welfare systems and unfunded pension funds on the backs of the middle class (who they presume won't just pack their shit and leave the state, hilariously enough).
There exists a BIG difference between states facing budget shortfalls because republicans stupidly slashed taxes below the rates at which they needed to maintain their state government, and states facing budget shortfalls because they built unsustainable massive welfare systems and unfunded pension funds on the backs of the middle class (who they presume won't just pack their shit and leave the state, hilariously enough).

Officer Keith Boyer was a 27 year veteran of the Whittier Police force. He and his partner were shot during what began as a routine traffic stop on Monday.

Prison overcrowding has been an issue nationwide. California, though, has not addressed the problem by increasing prison space. Instead, they are legislating away the problem. Brown’s law AB 109, moved inmates housed by the state to county jails.
Proposition 47 prevents “non violent” criminals from being housed in state prisons. Proposition 57 reduced the time even serious criminals would serve in prisons.

Also, California might also find other states start producing things that CA makes a lot of money off of today. When the US Civil War started certain markets and production facilities were cut off up and down the Mason-Dixon line. Both sides would have to deal with similar dynamics.
