I'm not saying they will last forever but it's still a commendable idea. If nothing else it will help a community survive long enough to pass on what they learned. Just learning the fauna and basic medical stuff would transmit for ages.
Also many people that are off the grid know about EMP's. I'm sure some of them have built basic faraday cages.

I think I would rather create a series of anthologies of 19th century books on farming, construction, blacksmithing, candle-making, etc. It should be published in print format using materials that will last as long as possible without being super expensive.
You could make the expensive version too that is printed on vellum or something like that. But just getting print books out there with this information would help a lot of people in times of trouble. Organize the anthologies according to different stages generally found in a crisis. So the first book would be about immediate shelter building, water collection and treatment, hunting/fishing/trapping, etc. It would build a person up to farming and building a shelter that is more livable without electricity and running water.

Like I said, you are going to need to meet the first two steps in Mazlow's Hierarchy of Needs before even attempting to rebuild civilization. The first two are always about survival. That should tell you what side is ridiculously unsustainable and off-course from the main trajectory of history, if such a thing exists.
