Make a new poll with only two options: OP gets to determine if OT posts are allowed, yes or no.

Well, it would still be the moderator who removes the OT posts, though.

A better option would be to just dump the OT posts into the Literal Odds and Ends thread (or a new one title OT posts moved here, or something like that), with context and a link to the original thread.
