In the real world it took several years both times for the politicians to wait for public opinion to be strong enough that they could declare war. In WWII it took a full on attack by the Japanese before opinion was strong enough in favour for you to join the war. But we didn't have an all volunteer army back then- we do now and did have one for the Iraq and Afganistan wars.
