29th overall pick Sandin panning out more like a 9th overall pick
Nick Robertson in Peterborough is another one; 2nd round pick playing like a 1st rounder

Biggest chequebook gets the player over here.
They are ranked by NHL Central Scouting, but teams can take them in any order.
You get 7 draft picks per year, rounds 1-7, you can keep them and take the pick, or trade the pick
The order for picks 16-31 is determined by the standings, worst picks first, best picks last
There is a lottery for the top 15 picks, the order is determined at random, with weighted odds

The lottery is to discourage teams from tanking to get a high pick.
