I don't understand how the draft works.
Biggest chequebook gets the player over here.
For legal reasons, we are not threatening to destroy U.S. government property with our glorious medieval siege engine. But if we wanted to, we could. But we won’t. But we could.

It starts with where you finish in the standings, worst to first, but then there is a lottery for the worst 15 teams

The lottery is to discourage teams from tanking to get a high pick.

This is the lottery draft simulator, with the order of the teams as of right now.
