On the face of it no. Germany didn't have the fertile land mass to support it's population and neither did France or England. They still don't and never will. Europe has never been a bread basket.

France does have the capacity to feed itself, it is a net exporter of food.
England never was but Germany was never really close to conquering the British Isles and taking our land anyway.

I disagree. Maybe France has improved their centralization of food production since then but the revolution kicked off after years of drought and famine.

I think Western Europeans are not able to produce the food needed to sustain their population. Not then, not now, not ever.

It was those food shortages (due to bad harvests after several years of difficult weather) which led to big changes in French agriculture. By the 19th century they had made huge advances in yields. Another crisis in agriculture in 1870 (largely to do with cheap imports of some crops and a fungus killing off most of their vines) led to more changes and improvements.
