Well the principle opponents are the power companies, because they do not believe that the cost of hardening is warranted based on the likelihood of an EMP attack and only an EMP attack, in the event of nuclear war, and they do not want those costs mandated on them, because they'd have to pass that through to you, on your electricity bills, and they know what you're going to say about that, and so do most members of congress.

Well you did set one off over Johnston Island in the Pacific on 9 July 1962, Operation Starfish Prime, a 1.4 megaton thermonuclear device detonated in the ionosphere in order to test the EMP effects, and it did blow out some streetlights in Hawaii, and caused burglar alarms to go off.

Creating the product and sourcing materials from various manufacturers took about 5 months. The website took about a day.
Solo venture.

eCommerce is fairly easy to get into if you have a product idea and a little time to learn the various pieces you have to put in place to go live.

We just don’t teach folks how to do it for some reason.

I think it would do damage, but the scenario being invoked here; "12 high yield hydrogen bombs delivered to the CONUS" evenly spaced out over the territory in order to generate comprehensive EMP effect; if you can do that, you can do anything, and so there's no reason to stop there, if you can deliver 12 high yield hydrogen bombs to the CONUS, you can totally devastate the country, because that's the 12 largest cities in America, at which point, you could have your cake and it eat to, if America is going to implode by nuclear attack, radioactive fallout would be the most irreversible method of achieving that.
