It seems like it's being called "the most dangerous" because of the variation in yield. It's maximum is 50 KT, which is low compared to some of our nukes. This could be potentially used in a battlefield situation to attack a position and not have as much environmental damage due to the low yield.

Maybe they are saying the most dangerous because it's much more likely to be used due to it being a tactical nuke?

It's more likely to be used because it's so limited, precise, and least dangerous of them. An F-15 driver can deliver that thing spot on target.

Could we see something with such a low yield be employed in battle? I think the media wimps could get on board with a nuke that has such a low impact on the environment.
