FGM removes the entire clit. It's not the same thing at all.

Circumcision done in the US for health reasons. It has nothing to do with religion. Circumcision drastically reduces your risk of getting infections.

It does seem like a decision that ought to be made by the owner of said foreskin rather than made by someone else. Over here you cannot get a piercing on your genitalia until you are 18 years old yet you can have part of your cock removed as a baby.
