There was more patience with the puck in the 2nd. In the 1st there was too much knocking it forward into empty ice.

Is that to protect the crowd?

No, the way it used be, the defending teams would flip the puck into the stands to stop the game when they were under pressure from the other team, without having to ice the puck by shooting it down the ice.

It became so prevalent that the league changed the rules to make that a delay of game penalty

So it's to force the defending team to get the puck out over the blue line without the cheat of flipping it into the stands
