Typically, these schemes are done at a small enough scale that the person doesn't know any better. They likely decrease the amount further the drunker the patron is. This practice, among others, is actually quite rampant in America, but most people have no idea they are being defrauded, even though they are paying $10-$20 per drink.

In France they have no such protection and you will regularly get a beer that is half froth. If you complain the bar tender will give you a Gallic shrug and tell you ''c'est la vie''. If you go to another bar the same will happen. Without legislation you have no right to get what you pay for.
The same law applies to serving over measures. If I know that I can drink 3 glasses of port and still be under the legal limit to drive I do not want to be served larger measures which will put me over the legal limit.
