If they can't figure out how to fill it up, or if you're really pissed off, you don't go back to the bar. If they screw enough people over like you customers stop showing up, and the bar goes out of business at no cost to the taxpayers

Sure if I order a pint and it falls short I will ask the bartender if it's possible to squeeze a shot of vodka into it. If he answers yes I will respond ''fill it up with fucking beer then''.

It likely happens to you all the time because we don't have very good enforcement like this. You just don't know any better, even though you are getting defrauded when it happens.
