This is not different at all from medieval kings sending out registrars to make records of the king's property in the registry.In theory all the land seems to have belonged to the gods, and to the pharaoh as representative of Horus. It was regarded as communal property administered by the king, and was given to his subjects for usufruction
Nor is it different from paying registration fees on your vehicle every year. Key word, regis.
