I was trying to find the sign in the picture. The bottom part is what you are leaving. The top part is where you're going. I assume that is what is supposed to be funny about the picture. I linked to a google map of the village whose name is on that sign. I assume it is located on one of the exit roads you can see there.
I was disappointed to learn that they don't have google street view in Germany. They are so obsessed with surveillance, given their history, that its legally impossible to implement. Google would need written permission from every property owner whose house or land the publish pictures of.
