You seem to forget that Churchill was in the wilderness throughout the '30s.
He was writing books, not leading the country. In fact, he had a hell of a time trying to warn everyone about what was coming. He understood the dangers of fascism and bolshevism. No one listened though because he was written off until he was the only man for the job. Chamberlain or Halifax weren't the men to lead during the war. Nor was Attlee or Bevan.
