If there’s rules, that’s a government.
Indeed.
I guess that makes Hasbro and their extensive backlog of board games they largest purveyors of governments on Earth.
I learn so much in this place.
Dude, was that an accidental insight? It’s good. Games without rules are anarchy; games with are government.

governance
n. The action, manner, or power of governing.

government
n. the body of persons that constitutes the governing authority of a political unit or organization: such as ...

Can a mutually agreed upon contract provide governance?
Can a mutually agreed upon contract be a person, body of persons, or exercise authority?

I don't know what to tell you man...
It's ok.
Every concept isn't for everybody.
Government: the thing
Governance: the action

The mutually agreed upon contract being the rule by which we are governed. The enforcement, however....

When the crew exorcises their prerogative, they become the body of persons constituting the governing of the ship - or, the n. government

How does the government of Clue exercise authority again?

Cool theory, bro - but that little n. in front of governance means noun.
Actions have a v.

Lest you think you made some brilliant point that I'm dodging - consider this:
By your above definition, every time the dealer at the Casino scoops your chips away after a losing hand - he's the government.
That's a pretty broad way to define the word.
I don't think you'd get many takers on that definition.

The difference between governance and government has been claimed without much explanation.
It remains unclear to me how the time-scale of an institution is critical to the definition of 'government.' Pirates are as compelled by the threat of violence as any citizen of any state.
Are they voluntarily subjected, by their own free will and agreement to this potential of violence for oath-breaking? Or are they subjected to a threat of violence by virtue of being born on a particular land mass where everyone popping out of a vagina WILL obey the rules or else?

Because one is agreeing to a system of governance, and the other is living under a government.
Ah - I see.

If every generation makes their own rules from scratch, and the rules die with them, then it is governance - free and voluntary.

If children have the same rules as their parents, then it is government - illiberal and autocratic.

Presumably, the corollary is that parents that raise their children to accept the rules they've inherited are oppressors, manipulating the free minds of their young.
Like religion?

The definition of your noun starts with "the action."

Still, the crew is the body of persons constituting an organization: such as.... a pirate ship.

Here I thought I was being lenient by simply asking how Clue enforces its rules.
I guess I should have gone with the more obvious "Which games without rules are you referring to?"

I mean, the analogy was so bad from the ground up ... and yet ... Hanny's mind is blown.

Every time that happens, I am being governed by the rules of the casino. Should I dissent, the threat of violence compelling me would become obvious.

The threat of violence being used to compel has been, so far, the definition used by anarchists for government.
