On another topic, in videos, and other instances through the history of this form, and well before then, we have seen laws passed, discussed, etc with people not in the seats. This happens both in the House and Senate.
With the masons, we have a sitting rule that if there are not a minimum amount of people in the seats, we cannot do any business, for a majority vote can not be claimed if a minority is only involved.
I wonder if we should have that kind of rule in place for both houses of congress?
Congress - Having it function with limited numbers in actual seats...
