2. They don't want to pay Americans anything. As proof, they gave more to illegals than US citizens this last go around.

Two masks would make zero difference. With a normal surgical or cloth mask the vast majority of the air is coming in and going out around the edges of the mask, not through the mask. Maybe if you wear a surgical/cloth mask over an N95 mask it might make a difference, but it would probably be insignificant.
