It looks like homelessness is getting intolerable for Seattle. I'm sure this will fail.....too late in the game already. But I like the solution, you're kind's not welcome here. Its the way it used to be done. My wifes grandfather was the chief of police in a timber mill town in the late 40's and early 50's. The bums, drunks and addicts got two choices. Hop on the train and get out of town, or get tossed on the train with a knot on your head.

How else do you catch people driving without licences or insurance? Wait until they kill someone or destroy their car without the ability to replace it?

No. Police do not need to stop and harass every driver on the road to catch drunk drivers. Nor were these cops looking for drunk drivers. They were looking for common vehicle violations like expired tags and inoperable lights. It was a revenue collection scheme, and it's not even legal.

Depends on the state. Verification for your vehicle differs according to what state police pulled you over. In Texas they don't ask for registration but all state troopers do. So they will always take insurance which is federally required to have a vehicle registration. But then they can pull up your name in their system that for some reason communicates with a state a thousand miles away and a couple others and pull up warrants on you depending if you even have ID.
