In this case though, the UN is supporting the land confiscation, not the killings. The land confiscations is a project of a different party from the "shoot the boers" people.

But the UN is shit on other genocides too, not just this white example.

I don’t think the lynching of Southern blacks was a US policy in the 1900s. Without any expertise, I would speculate that the government has to sanction or participate in the mass killings (rather than turn a blind eye to them) before a genocide could be declared.
