If I Were A Drug Cartel Kingpin...
I would promote three major political policies with every dollar of extra capital I had.
1. Open Borders - Obvious reasons why.
2. Gun Control - Not that I wouldn't send mi hombres without firearms. Just so the population I was selling to could only offer token resistance.
3. Keeping Drugs Illegal - Obama had every chance to legalize marijuana. Hillary could have promoted its legalization. Neither did.
The Drug Cartels have who knows how much money invested in California politics. God only knows how much dirt they could bury any number of well-known people under by dropping the dime.

The way it worked in 1980s Florida was through indirect corruption, though. It was mainly the banks that were directly colluding with the cartels. They flooded the South Florida economy (and to a lesser extent that of Central Florida) with huge amounts of money. The banks would then ensure the politicians kept the system running profitably. Then, because the economy was being propped up by the drug money, really nobody wanted to question it. The whole country was in a huge recession, and yet you had luxury stores opening up everywhere, sports cars driving around everywhere (and I mean expensive as fuck cars back then), and all of that basically propped up every other sector. The guy who owned a furniture store was selling furniture to the guy who owned the high-end jewelry store who sold to drug dealers. Do you think Mr. Furniture Store wants to burn the whole system down so that people stop dying on the streets? Nope. Not until his kids get hooked on drugs or get killed.
If the cartels directly deal with the politicians, the intelligence services would catch wind of it most likely and find a way to destroy the politicians to get rid of the problem. That's my take on it.
But, what they more likely do is deal directly with very large international banks who help move around money, launder it, and hide it. Then those banks deal with the politicians probably through third party lobbyists. Finally, you will have pretty much ALL of the California small businesses, retailers, etc., lobbying to keep the system running because it's the basis of their business now.
You have to burn this shit down. Enforce your borders. Kick out the invaders. Weed out the corruption. If people's businesses are only able to run on blood money, then they need to update their resumes. Fuck them. Seriously, fuck them.

I was there during the first attempt at legalizing marijuana and it was pointed out by a number of people that the Pelosi/Feinstein camp were in lockstep with the Mexican cartels on all 3 of those issues and a few others. Imagine a typical weekend in New York City. Experts estimate that at least one percent of the population - 80,000 plus - spends $200 on illicit drugs. That alone would amount to $16 million dollars a week or $832 million a year. And that's just New York.
All those drug sales mean that large amounts of cash accumulate in stash houses and collection points around the country. For the multi-billion dollar narcotics business - like any commodities business -- it is essential that the suppliers and transporters be paid. That means the money must make its way south, and the traffickers, aided by specialists in money laundering, have devised myriad methods to insure the efficient and safe delivery of their profits.
When the drug money ultimately makes its way into the foreign economy, it is used to pay the salaries of shippers and processors, as well as the bribes that supplement the incomes of government officials on both sides of the border (just a throw away line. just like they pay their accountants they bribe American officials no biggie, the real story is somewhere else). Whole regions of Mexico, Colombia and points in between have become dependent on the demand for drugs in the United States.
