I agree with Hash in that it's up to the locals to make their town attractive to others. Money from jobs is what causes people to move.

As for the article, the slow down in moving. I would say that is to ever increasing public safety nets. People don't have to move to get money, they can just say fuck it and get free shit from the Govment

If the economy dries up people should leave.
It ain’t rocket science, look at Flint and Detroit.

Or... imagine during the Dust Bowl a bunch of migrant workers and farmers with no crops sitting around and expecting to survive because “fuckit, why should we move?”

Obvious answer is obvious.
When there are no tech jobs in Seattle I’m moving or changing careers.

During the dust bowl people had to move, no safety net, your in the soup line from a church. Detroit, fuck it, stay there, get your EBT food stamp card, buy smokes and drink poisoned water. Because when the tax base is gone, sure the welfare queen gets paid and gets her free Obama phone, but there is no tax base to maintain water and sewer.

Wouldn't that be Fife's paradise, though? I am sure water and sewer would just materialize once the government gets out of the equation.

As long as nobody has roads, Fife is content.

As an aside, his least favorite jokes all begin with “Why did the chicken ...”.
