Who has less authority to start a war?

They have the exact same authority to start a war: none.

Either could order defense against an IRL attack until Congress could convene. Other than that, nothing minus nothing equals nothing.

The constitution officially forbids Congress from starting any wars. Thats the executive branch's job. The founding fathers made it that way so that our representatives in the legistlative branch wouldn't have to take any political responsibility for long ongoing conflicts. Fortunately, we have never run into that problem. James Madison talks at length about the executives power to declare war, stressing the need to not actually declare it though. It has to be called a "police action." The system works pretty well if you ask me. Congress' enumerated powers include pretending that they were against the war that they didn't declare, and putting their finger in the wind to gauge public mood and decide how they want to avoid the topic entirely.

Sadly, warmongers like Fife have called for needless conflicts again and again, and expressed a strong desire to expand our defense budget. Fife does not seem to understand that the taxpayer is on the hook for these foreign misadventures, and he continues to promote a hawkish and expensive foreign policy. Truly sad.

Fife, at some point, that debt needs to paid back. Who is going to do that? Not me, because I am on disability.
