Tillerson told reporters U.S. officials are considering if Trump and Putin have areas of substance to discuss at a hastily-organized bilateral meeting. The president has said he expected a meeting with Putin regarding North Korea's nuclear missile buildup.

"When the two leaders meet, is there something sufficiently substantive? No conclusion has been made on that," Tillerson said.

Tillerson identified the Middle East as one of the top issues Trump and Putin would discuss. Asked if the list of issues includes Russia's meddling in the 2016 U.S. election, Tillerson said, "It stays on that list."

Seems you’re trying to give the I’ve Got a Phone theory the conspiracy treatment.

I’d be more likely to believe Obama/TheGovt, created a monster and lost control of it suffering irreparable blowback than Obama/TheGovt, created an intricate plan to spread the Internet to poorer communities and gave out cell phones to his base to compensate for the lack of PCs in impoverished households with the intent of being able to beam his message into peoples brains by colluding with big corporations and the whole thing went as planned.
