He's using shock and art to convey a message about oppression. If you listen to the end there's a passage about how racial strife can cost innocent lives, namely their own children.

The message seems to want to be equivocal but I reject the premise. While blacks were once persecuted and treated unfairly, there doesn't exist a more coddled people under the blue sky than them in this day and age. I reject the premise that blacks are killed by cops to an oppressive degree. White people die more to cops than blacks. Blacks represent a disproportionate amount of death by cop but that's for real reasons and not because of some sort of systemic oppression. Messages like in this video are what keeps these people riled up and acting like dopes. I've noticed antifa makes an appearance in the video so I have no doubt who is behind stirring them up.
