Thing is we have laws against incitement to violence and occasionally they are enforced. Works both ways, can't spread ISIS propaganda or neo-Nazi propaganda.

I agree, one year jail sentence is too severe and too expensive.
300 hrs comunity service cleaning the toilets in all his local mosques would be a better punishment.
