It isn't obvious in this case, though. Chechen seperatists are real, ISIS is real and both hate the Kremlin. That Putin has no scruples about killing his own people, is not evidence that
all terrorism in Russia is some sort of false flag operation.
Sort of like the provenance of the revolt in Ukraine was genuine, popular and homegrown,
even if the US and EU tried to influence it for their own gains. And like the US electorate really
were (and are) fed up with the elites,
even if the Kremlin tried to capitalize on it for their own gains.
Two things can be true...at the same time.
