Probably.

Not a big fan of the war on drugs. But if you are going to have a war on drugs I think logically you have to cut it off at the headwaters. Not sure this will have much of an affect on use of drugs on the street, BUT. The one big positive would be freeing the Mexican Gov from the stranglehold of the Cartels.
