He only needs to declare the emergency and order the Army Corp of Engineers to get to work building the wall.
Really, he doesn't even need to declare an emergency. Congress does not have the authority to control how the President does his constitutional job anymore than he has the authority to control how they do their jobs.

Congress has tried to hijack presidential authority by not only itemizing the budget, but coupling each item with instructions.
